Evanston Northwestern Healthcare's acquisition of Highland Park Hospital in 2000 was "anti-competitive'' and led to higher consumer costs that were not offset by greater efficiencies, according to the FTC. Still, it overruled a 2005 decision ordering the sale of the hospital but required Evanston Northwestern to establish "separate and independent'' teams that will allow health insurers to negotiate prices separately with each of the hospitals, "thus reinjecting competition'' between them, the FTC said.
