IN June, the Senate passed an energy bill calling for 15 billion gallons of ethanol by 2015, nearly doubling the current mandate of 7.5 billion gallons by 2012.

Livestock groups were quick to express disapproval of the measure, although a new report from the University of Missouri's Food & Agricultural Policy Research Institute (FAPRI) found that only a "modest" decline in livestock, poultry and dairy production will occur if the mandate goes into effect.
