Thus, quality defines the essence of an object that is inseparable from its existence and due to this essence an object is what it is, but not some other object." (1) Therefore, firstly, quality implies the determinacy of an object which exists in reality and, secondly, the subjects of the material world including products, goods and services, which can be objects.
Now let's discuss the term "product quality." The dictionary of the Russian language gives the following definition of this term: "a combination of the product's characteristics that determines its ability to meet certain demands of the national economy or population." (2) In other words, the product quality is organically linked with the demand for which satisfaction this quality is created. And for all that the demand may include such aspects as functionality, security, operational readiness, reliability, environmental safety and others.
In order to characterize the automated system for control (ACS) of troops (forces) by the categories of quality, let us consider the term "defense products" that is used in regulatory documents. This term defines defense products as "products (services, works) supplied for the Federal state needs on the basis of the State order." (3) Moreover, it specifies that defense products include armament and military materiel, other specialized equipment and military-and-technical materiel, products of double designation (for the needs of the country's defense and national economy), specific means of production as well as scientific-and technical products that are developed to ensure defense and security of the country.
Let us compare definitions of the terms "defense products" and "automated system for control of troops (forces)." The military standard (4) defines the automated system for control of troops (forces) as a component of the automated system for control of the Armed Forces supporting the operation of the military control bodies (MCB) that shall maintain combat readiness and combat capacity of troops (forces); devise operations and combat actions and control them during accomplishment of the assigned missions.
