Article Excerpt THANKFULLY there has been a huge change in the fortunes of US railways since the AAR began operating the Transportation Test Center (TTC) in Pueblo, Colorado, in October 1982, on behalf of the Federal Railroad Administration (FRA). With several railways facing bankruptcy at the time, it was quite a bold move by the AAR to decide to run a railway research facility.
"I'm very proud of our role in helping US railways achieve an incredible turnround in their performance from near-bankruptcy in 1982 to becoming fairly stable, profitable organisations today," says Allen. He cites two main developments.
