Normally when NAVAID signal goes out of tolerance, sensors detect the anomaly and automatically shut the station off. The theory is that no signal is better than misleading one. An alarm rings somewhere (FSS, tower, etc.) to alert ATC and the maintenance people that a NAVAID has resigned from Federal service.
