A new audit report, due to go to the Oregon State Lottery Commission today, finds that Canadian provinces with similar networks of government-owned video lottery machines provide much lower compensation rates to bars and taverns than the 32 percent commissions of those in Oregon.

The report is sure to fuel the debate about whether the Oregon Lottery Commission should reduce the compensation rate for the state's 2,209 bars and taverns with video poker machines, which generated sales of $512 million last year. The Lottery Commission, which requested the report, is in the midst of negotiating new compensation contracts with retailers and expects them to take effect in June.

A drop in commissions to as low as 15 percent, which two Canadian provinces pay and some are advocating in Oregon, would mean an increase in state revenue of $85 million a year, according to the report. But for...
