Health Authority to offer financing for new clinics

The architects of the Detroit-Wayne County Health Authority are crafting a plan to draw more primary-care clinics into medically underserved neighborhoods by offering low-cost financing to doctors.

"It's called the Primary Care Capital Corp.,'' said Gail Warden, retired Henry Ford Health System CEO and a co-chair of the steering committee planning the authority.

The idea is to provide an incentive for doctors to open primary-care offices in the city, by making it easier and less expensive to establish a practice.

The authority is talking to the Michigan State Hospital Finance Authority and local banks to make low-cost loans available. The finance authority can sell bonds to raise money, while banks would be...
