...strengthen their public health systems the state and local levels. Out of that process, the states and communities would come together at the national level to talk about what they had been learning and what the issues were. There were a number of issues that resonated with all of the states. As part of a second phase of the Turning Point Initiative, RWJ funded what they termed "National Excellence Collaboratives," five workgroups which were formed to address the five issues that they thought were the most significant that needed to be addressed (e.g., the modernization of public health law, performance management and public health, information management in public health, promoting social marketing techniques in public health, and leadership development in public health).
