Lake County likely will become a test site for plastic shopping bag recycling, though the measure approved by the General Assembly is a diluted version of the original proposal.

The Plastic Bag Recycling Act, passed by the House last week and previously approved by the Senate without opposition, creates a voluntary program for Lake County retailers occupying more than 10,000 square feet.
