Bush said it was unacceptable that Iranian authorities should be "picking up innocent Americans", referring to the arrests in Tehran this month of two academics with dual nationality working for US institutions. One of them was Kian Tajbakhsh, an Iranian-American consultant working for George Soros's Open Society Institute, the latest US citizen connected to a non-governmental organisation (NGO) to be seized in Iran. Tajbakhsh's detention came amid a crackdown on NGOs at a time when Iranian authorities accuse the US of using critics and dissidents to overthrow the Shi'ite theocracy. Tajbakhsh, an urban planning consultant who has also worked for the World Bank, was detained on or about May 11, the Open Society Institute said.

Washington's rhetoric came before the US and Iranian ambassadors to Baghdad were on May 28 to resume the first talks on Iraq between the two sides since the US broke off regular contact four years ago. The question of dialogue with Iran has divided the Bush administration.
