Though President Bush revoked the Section 201 steel safeguard program Dec. 4 under intense international pressure, the debate over "fair" steel trade continues both outside and within the country.

Given a domestic steel industry on its way to a modest recovery, and faced with threats of retaliatory tariffs by various foreign governments, the Bush administration opted to rescind the U.S. steel tariffs halfway through the three-year program.

The American Iron and Steel Institute, which represents domestic manufacturers, expressed "deep disappointment" with the decision. Industry representatives called on the Bush administration to demonstrate its commitment to the root problems that caused the import crisis.

The real test, AISI Chairman Dan DiMicco said, "is whether the administration will commit to the aggressive enforcement of our trade laws, including monitoring of any future import surges, self initiation of antidumping cases, and changes to our trade laws. Anything less will undermine the progress our industry has made, and endanger American manufacturing."

In Paris, the Organization for Cooperation and Development negotiations on steel were given a boost by the news. "This is a welcome development that will provide further impetus to the negotiations," said Herwig Schlogl, deputy secretary general of the OECD.
