Both sides of the Measure 30 campaign know that it's not what Oregonians think that counts. It's what those Oregonians who vote think that will determine if taxes go up or education and public service budgets go down.

That's why both advocates and opponents of the tax increase on next Tuesday's ballot are concentrating efforts on getting their voters to turn in their ballots.

And with vote-by-mail now a staple of Oregon elections, campaigners have figured out what that requires: checking elections records to find out who hasn't voted yet, and then targeting those folks with telephone calls, direct mailings and doorstep visits.

"There's no magic formula," said Morgan Allen of the Yes on 30 campaign. "What it really comes down to is these last few days. Who can turn their voters out, who can get their message out."
