For the voters of Lane County, it's time to make a big bet on county government.

Ballots are showing up in mailboxes this weekend for the May 15 election, and voters must decide whether the county should enact an annual income tax of 1.1 percent for the first time.

A yes vote is a bet that the federal government won't come through with $20 million in annual aid, and that even if it does, local taxpayers should still shoulder more of the burden to run the county.

A no vote is a bet that Uncle Sam will come through and even if he doesn't, the county should cut spending rather than tax local citizens to raise the money.

And voters will have to make that bet with scant information about which way Congress and the White House will go when it comes to the financial aid that they have traditionally given rural timber-dependent counties. It seems unlikely Congress and President Bush will have settled the...
