SPRINGFIELD - Tamara Daily isn't complaining about the City Council's hesitancy to help fix up a downtown building that soon will become the new home of Wynant's Family Health Foods, a retail outlet her family has owned and operated for 26 years.

She realizes it isn't every day a successful, for-profit business asks the city for $90,000 in federal Community Development Block Grant money to subsidize its move to the city center. CDBG money is typically distributed to nonprofit agencies for projects benefiting low- and moderate-income people.
