For years, people have urged contractors working on big economic development projects to subcontract more jobs to minority- and women-owned business enterprises. But even in Brooklyn--a paradigm of urban diversity--the number of qualified firms was limited, and big builders remained focused on mechanical engineering, not social engineering.

Initial attempts to change the situation were ham-handed. "They used to put names in a hat to pick out groups who would get the jobs,'' says Bill Howell, owner of an eponymous construction management firm.
