SALEM - Lawmakers on Thursday unveiled a new `Framework for a Better Measure 37' that would fast-track claims for up to three homes and allow larger developments with a 30-home cap.

The proposal was released by Sen. Floyd Prozanski, D-Eugene; Rep. Greg Macpherson, D-Lake Oswego; and a top aide to Gov. Ted Kulongoski, capping nearly five weeks of behind-the-scenes negotiations. Those talks began as earlier legislative hearings on proposed bills drew hundreds of sharply opposed Oregonians but offered little in the way of compromise.
