How desperate are Oregon's rural timber counties for good news - any good news - on the prospects for an extension of the federal payments program that expired last year?

Consider that officials in Lane County and elsewhere across the state cheered Wednesday's Senate passage of an amendment that included a five-year extension of the federal program. The amendment is attached to an emergency spending measure for the war in Iraq - a bill that President Bush already has declared dead on arrival at his desk.
