Nearly a month after the long-awaited reopening of the Arthur Kill Lift Bridge was put in jeopardy because it was found to be operating improperly, the problem has been resolved.

The bridge, the only rail link between Staten Island and New Jersey, will soon return to service for the first time in a decade.

The bridge's owner--the city Economic Development Corp.--has spent millions of dollars in recent years to rehabilitate the bridge, which is the longest of its kind in the nation. Just months before the scheduled reopening, tests revealed that the central span was not settling...
