GULFPORT -- Like thousands of other Mississippians, Ricky Cox's world was turned upside down by Hurricane Katrina.

The first floor of his family's house was destroyed by flood waters, requiring Cox, his wife, Stacey, and their children, Preston, 11, Madison and Kaitlyn, both six, to live out of suitcases and sleep on air mattresses during the time-consuming rebuilding process.
