That was the conclusion of a study on the 1,200-acre park issued last year and commissioned by the Legler Benbough Foundation in San Diego.
The Trust for Public Land in Washington, D.C., conducted the study on how four cities--New York, St. Louis, Houston and Atlanta--are using conservancies, which are basically private/public partnerships, to run their parks.
This year, with the cash-strapped city scrambling to streamline operations and deal with deferred maintenance, the question persists: What is the best way to manage what the city calls the nation's largest urban cultural park?
