With Democrats in control in Salem, gay rights advocates are hopeful that bills permitting civil unions between same-sex couples and barring discrimination based on sexual orientation will become law this year.

But voters bat last, and opponents say they'll put the issue on the ballot if they don't like what comes out of the Legislature.

The legislation sets up the first major public debate over gay rights in Oregon since 2004, when Multnomah County briefly granted marriage licenses to gay couples and when, later in the year, 57 percent of Oregon voters passed a measure banning gay marriage.

In 2005, a bill that would have allowed civil unions and barred discrimination passed the Democratic-controlled Senate but never got a hearing in the House. This...
