As anyone who has ever received a report card can attest, a C-minus is infinitely preferable to the dreaded D-plus. But it's still a poor grade that reflects a lack of focus, effort and resolve.

On Monday, the United States received an annual report card on its performance in protecting the nation's oceans during the past year. Overall, the U.S. improved to a grade of C-minus in 2006 from a D-plus in 2005. Progress, to be sure....
