North Carolina is pioneering an alternative appeals process for convicted criminals. This month, the state's Innocence Inquiry Commission begins reviewing applications from prisoners who claim to have new evidence of their innocence. Modeled after a commission in the United Kingdom, it is the first in the United States with power to overturn convictions.

Gov. Mike Easley signed the law that created the commission after a judicial review committee reported an upsurge of mistakes in the state's criminal justice system. That committee had convened in response to several high-profile exonerations, including those of Darryl Hunt and Allen Gell.
