The new documentary "Hacking Democracy" has a slapdash, amateurish feel quite unlike the usual HBO fare. Somehow, though, that will make it all the more effective when it debuts at 8 p.m. Thursday on the premium-cable channel.

It follows Seattle writer Bev Harris in her attempts to probe possible problems with electronic voting machines across the nation. So in tracing the efforts of one person bucking a massive governmental system, a little guerrilla filmmaking strikes just the right tone.

Yet let's get one thing clear right up front in this contentious election season. "Hacking Democracy" has no partisan agenda. It's not about anyone "stealing the election" in 2000 or 2004, although incidents from those votes do come up as illustrations. What "Hacking Democracy" is about...
