'Stealing' free newspapers to become a crime; law sets limit on taking publications at 25 per person.

Newspaper publishers from around the county are cheering a new law that makes it illegal for any one person to take more than 25 copies of a free publication.

The law, which was signed this month by Gov. Arnold Schwarzenegger, will take effect Jan. 1. Maximum punishment for breaking the law would be a misdemeanor conviction accompanied by a $500 fine and 10 days in a county jail.
