Since mid-May 2006 we have been bombarded with images and statistics of Australia as a 'failed state' for many of the first inhabitants--Aboriginal peoples--living without the benefits of modern citizen services and facilities in working order, and denied relevant or workable governance structures. Domestic violence, crime, aggravated assault, and abuse of alcohol, petrol, etcetera are rife. This is not new--it has been a staple of domestic and international television news, current affairs, and documentary programs for decades.

One would imagine with any 'failed state'--especially where the failure has been our own political institutions (and impositions!), policies, programs, law, 'justice' and so on being ill-matched with the social context--that the starting point would be a new regard for the cultures within it.
