Passions over public debates can sometimes render even the most pragmatic and sensible of people impervious to the need for constructive discussion with those whose opinions may differ.

Consider the U.S. Navy, and its desire to remain in downtown San Diego.

Passionate San Diegans voted overwhelmingly to deed the property to the U.S. Navy in 1920. Decades later, the city of San Diego, through redevelopment arm Centre City Development Corp., said it passionately wanted the Navy to remain on the waterfront Navy Broadway Complex.

Those complementary passions culminated in the 1992 Development Agreement signed by the Navy and city--and ratified by Congress.
