...c-section rates rose markedly from 19.1 percent 2003 to 20.6 percent in 2004, an 8 percent increase. VBACs experienced a sharp decline as rates fell again in 2004--they dropped 13 percent from 2003 to a 2004 VBAC rate of only 9.2 percent.
