The draft Green Paper on transparency due to be tabled before the European Commission on 3 May by Siim Kallas (member of the Commission in charge of Administrative Affairs and Anti-Fraud), outlines a system for managing lobbying which the Commissioner argues is liable to be more 'credible'. The document will officially launch a long-awaited public consultation on a more effective framework for how the profession is practised.

The target audience is broad: European affairs consultants, lawyers' practices, NGOs, think tanks, federations, trade unions and more. In short, all whose common objective is to influence the decision-making process within the EU institutions.
