JACKSON -- With Hurricane Katrina barreling down on the Mississippi Gulf Coast, Dierdre McGowan made a 120-mile dash from her home in Bay St. Louis to her office in New Orleans to ensure that vital paper records of her clients were successfully moved to safety.

Those vital records and two dogs took up all the space in her automobile, precluding her from removing personal items from her home. Subsequently, McGowan's possessions were swept out to sea when the storm surge completely destroyed her home. Yet her clients' critical information was intact.

After the storm, because her assistant lacked the physical strength necessary to move his furniture, McGowan rented a truck and hired two movers to remove what...
