From an October 2003 Pentagon report entitled "An Abrupt Climate-Change Scenario and Its Implications for United States National Security." In March 2001 the Bush Administration refused to sign the Kyoto Protocol on climate change, which seeks to limit greenhouse-gas emissions. The United States, Russia, and Australia are currently the only industrialized nations that are not parties to the convention.

Past examples of abrupt climate-change suggest that it is prudent to consider an abrupt climate-change scenario, especially because there appears to be general agreement in the scientific community that an extreme case like the one cited below is not implausible.
