When reading scholarly studies of humanitarian intervention, there can seem to be something both peculiarly timely and timeless about them. The sense of timelessness is primarily attributable to the fundamental challenge posed to state sovereignty by the use of military force in attempting to secure international human rights. Such studies may only seem timely, however, because the political causes and humane responses to violent conflict are themselves ever-present. Whether it is the emotional power of a film such as Hotel Rwanda, or the after-shocks of some proffered justifications for the invasion of Iraq in 2003, current events more often than not provide recent examples of pre-existing dilemmas, rather than reflecting genuinely new puzzles.
In different ways, the question of timeliness and the continued pertinence of basic concepts is central to both J. L. Holzgrefe and Robert O. Keohane's edited collection, Humanitarian Intervention--Ethical, Legal and Political Dilemmas (HI--ELPD) and Anne Orford's Reading Humanitarian Intervention--Human Rights and the Use of Force in International Law (Reading HI).
