After years of simmering below the proverbial surface, the immigration debate finally came to a boil last week as the Senate began debating a reform bill--and signaled that it will take a less punitive, more balanced approach than the House of Representatives did last December when it approved its own measure (HR 4437).

The bill that passed the Senate Judiciary Committee on March 27 removes the portion that would set felony penalties for lapses in status as well as "assisting" people in being out-of-status. More importantly, the Senate bill multiples--from 65,000 to 200,000--the number of visas Washington would award annually under its H1-B program for high-tech workers.
