The problem with the Commission has been that its membership was open to all countries, regardless of the country's record in human rights violations. Indeed, according to Human Rights Watch executive director Kenneth Roth, the reason why abusive governments became members of the Commission was to "prevent condemnation of themselves, and most of the time they succeed."
An example is the inaction of the United Nations on widespread accusations of grave abuses...
