The D.C. Board of Elections and Ethics settled a key issue yesterday in the challenge to the drive to open a gambling hall in Northeast, ruling that out-of-towners can help circulate petitions to force a referendum but that city residents must witness each signature.

The ruling - which came on the fifth day of hearings on the validity of more than 50,000 signatures collected in support of the initiative - bolstered the campaign by gambling supporters to collect the necessary 17,599 petition signatures.
