NEW YORK-Managing general agency Starr Technical Risks Agency said last week it will begin to offer commercial insurance coverage by ACE USA and Berkshire Hathaway Group, a move that observers say will bring welcome new competition into the energy market.

The deals will put Starr Tech in direct competition with AIG Global Energy, a unit of American International Group Inc., which will manage accounts formerly underwritten by Starr Tech on behalf of AIG.

New York-based Starr Tech, which specializes in the energy business, is one of four C.V. Starr & Co. MGAs controlled by former AIG Chairman Maurice R. Greenberg.

Meanwhile, separately, Dublin, Ireland-based Starr International Co., also controlled by Mr. Greenberg, has agreed to discovery and deposition concerning its sale of AIG shares, said a Starr spokesman.
