COTTAGE GROVE - In a series of unanimous votes, the City Council gave preliminary approval Monday night to rezone and allow for other changes for the adjoining Cottage Grove Speedway and Western Oregon Exposition properties.

If the vote is reaffirmed following a second reading of the ordinances next month, the city will have enacted changes allowing a 50 percent increase in attendance and year-round operation at the racetrack.

The zoning changes the combined 26-acre site to "parks and recreation" under Cottage...
