Oregon has one of the most business-friendly tax systems in the country, says a new report by the Tax Foundation, a nonprofit group that has been looking at government fiscal policies since 1937.

Oregon, which has consistently scored favorably in the annual study, was ranked 10th in the country for this fiscal year, which started July 1. The study, released this morning, looked at 123 factors in five main categories to arrive at its rankings.

Oregon's score got a big boost from the state's lack of a sales tax. The study's authors said they reward states that avoid using a major tax, such as sales or income. Those states will be able, all things being equal, to "out-compete those states that levy every tax in the state tax collector's arsenal," they said.
