SILVERTON - Sometimes you succeed in persuading elected leaders to put more money in the pockets of poor people by expanding their income tax credits.

Sometimes you persuade state bureaucrats to go with "median" instead of "average" when they put out government statistics, because it more accurately depicts how large the typical household's "kicker" income tax rebate will be.

Such are the victories, large and small, claimed by a Silverton-based think tank called the Oregon Center for Public Policy.

Operating out of a three-room suite of offices in this Willamette Valley farm town northeast of Salem, the center churns out reports based on hard, government-generated data and mathematical calculations. The goal is to arm politicians and advocacy groups when they battle for poor and lower-income Oregonians in debates over taxes, government spending and related issues.
