Thirty years ago, Portland was a declining port city with a dingy downtown. Oregon's rural areas were threatened by haphazard and poorly planned growth that was encroaching on valuable farm and forest lands.

Then, state and city leaders took daring steps to redirect growth. Land use policies that encourage compact urban development and ready access to rural areas have transformed Oregon's cities. They are now vibrant, appealing places where parents choose to relocate to be near their children, rather than places from which children flee the minute they grow up.
