I'd like to issue Rebecca Marsh and Daniel Reidpath with a challenge, following their recent critique of social capital ('Social Capital and the Business of the Middle Class', Arena Magazine76). Before doing so, I want to tell a story.

There's a housing estate at Claymore, on the southern perimeter of Sydney. In 1995, no-one wanted to live there. While there was a long waiting list for public housing in New South Wales generally, the Department of Housing couldn't fill vacancies in Claymore. The reasons were obvious: the estate had an average of two police incidents a day; graffiti was everywhere; and rubbish, syringes, old car bodies and discarded white goods...
