Rob Watts, in 'The Poverty of Poverty' (Arena Magazine78), claims moral equivalence between right-wing think-tanks like the Centre for Independent Studies (CIS) and social service organisations like the Brotherhood of St Laurence, St Vincent de Paul and so on:

Both sides need 'poverty' ... such players have a clear interest in promoting 'poverty research' as part of their advocacy for more research (and research funding) ... After all, the welfare organisations are in the business of charity.
