The 35-page Summit Outcome Document was met with harsh criticisms by development campaigners and dignitaries, including the UN secretary general.

NGOs monitoring the negotiations said the summit outcome was way off target to end poverty. It also fell short of ambitious proposals for an overhaul of the UN because the declaration on reform and poverty alleviation outlined by UN Secretary General Kofi Annan had been dramatically scaled back during weeks of negotiations before the summit. The result is a watered down version of the sweeping blueprint for change that Annan proposed earlier this year.
