Given that the U.S. Defense Department's budget for the current fiscal year is $440 billion - the highest level of military spending since 1991- it's not exactly unwelcome news that Pentagon planners have ordered the Army to cut $11.1 billion in spending over the next five years.

It is, however, disturbing to learn that the Army is considering cuts that focus primarily on its overextended, underfunded and inadequately equipped National Guard.
