The Daily Herald's Dec. 15 story about proposed I-PASS rule changes at the Illinois Tollway failed to share the intent of the changes. The proposed fees are aimed at enabling the Tollway to recoup administrative costs on behalf of the 99 percent of customers who properly mount and use their I-PASS, and help the Tollway realize the cost-efficiencies of electronic toll collection.
