This issue was recently brought to fore when reports that Chinas Foreign Minister Li Zhaoxing nixed the United Nation's approval of the principle that where governments are unable or unwilling to do so, the international community has a "responsibility to protect" (also called R2P) civilians threatened by genocide, war crimes or ethnic cleansing.
