SPRINGFIELD - Requiring licenses for dogs is a state law, so why not enforce it here?

That sums up the opinions of a few speakers who told the Springfield City Council on Monday what they think of a controversial proposal that would require veterinarians in the city to report all canine rabies vaccinations to Lane County animal control officials. Under the plan, whenever a vaccinated but unlicensed dog is identified, its owner is mailed a pair of notices and a bill for a license.
