SPRINGFIELD - At least once a day, an anxious pet owner calls the Cascade Animal Clinic to ask if veterinarians there are required to notify Lane County authorities whenever a dog gets its rabies shots.

"They're fearful," said Kelli Rosen, a vet at the clinic. "I get phone calls about this every day from people who just don't want any more government in their lives."
