Kris Callison was twice surprised last summer when she and her husband received a pair of notices from Lane County directing them to license their 7-year-old beagle, Pal.

"The first one said we owed money for a license," Callison recalled. "Before we had a chance to pay, we got a second letter."

At the time, the Callisons were still settling into their Eugene home after a move from Southern California. They had no idea that their new Eugene vet, who had given Pal a rabies shot a few months earlier, was responsible for animal-control authorities finding out that the dog was not licensed in Lane County.

An ordinance approved last spring by the Eugene City Council in response to a request from Lane County commissioners requires all vets in the city to report rabies vaccinations to the county Animal Regulation Authority.
