State Comptroller Alan Hevesi's office will carry out a second audit of Westchester Medical Center over the next year to assess its financial turnaround effort, especially its response to problems cited in his recently completed audit of the regional hospital.

The new audit will follow up on a 27-page study in which Hevesi criticized the medical center for fiscal mismanagement between 2001 and 2004. During that time, the audit says, the regional hospital teetered on the financial brink after losing $207 million and eliminating about 300 positions in part because it:

* Made overly optimistic budget projections: In 2002, it predicted a $2.7 million surplus but ended up losing $60.8 million.

* Took over money-losing hospitals like St. Agnes in White Plains without addressing its own financial woes.

* Failed to document $1.9 million...
